R E S O L U T I O N
         WHEREAS, Martha Serna has been chosen as the 2010-2011 Texas
  Adult Educator of the Year by the Texas Association for Literacy and
  Adult Education; and
         WHEREAS, A native of El Paso, Ms. Serna earned bachelor's and
  master's degrees from The University of Texas at El Paso and Sul
  Ross State University; she taught kindergarten and prekindergarten
  in the Ysleta Independent School District for 19 years before
  becoming the coordinator of the Even Start family literacy program
  in the Socorro Independent School District in 1995; she was named
  the director of community education services in the Socorro ISD in
  2004; and
         WHEREAS, Ms. Serna and her staff oversee English as a second
  language and English and Spanish GED classes as well as computer
  literacy programs, and she has helped more than 300 students earn
  their GEDs during her tenure as director; she has greatly increased
  the number of classes her department offers and the locations at
  which they are held, reaching more students in her area, and she has
  improved attendance and retention by regularly recognizing
  outstanding students; she is responsible for a forthcoming computer
  lab that will double the number of computers available to students
  and teachers, and she has partnered with El Paso Community College
  to develop a vocational ESL class; and
         WHEREAS, Known as a team player who maintains positive
  relations with her colleagues, Ms. Serna always keeps her door open
  to students, faculty, and members of the community; in all of her
  endeavors, she enjoys the love and support of her husband, Jesus,
  and her family; and
         WHEREAS, Martha Serna demonstrates the leadership,
  determination, and commitment that are the hallmarks of our best
  teachers, and she is indeed an exemplary role model in her
  profession; now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby congratulate Martha Serna on her selection as
  the 2010-2011 Texas Adult Educator of the Year and extend to her
  sincere best wishes for continued success with her important work;
  and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Serna as an expression of high regard by the Texas
  House of Representatives.
