R E S O L U T I O N
         WHEREAS, Joe Hegar retired as Katy city attorney on May 31,
  2010, concluding a distinguished tenure that spanned nearly four
  decades; and
         WHEREAS, Appointed city attorney in 1973, when Katy had a
  population of about 3,500, Mr. Hegar dedicated himself to the
  community as it continued to grow in the ensuing years; he earned a
  well-deserved reputation as not only a legal advisor of great skill
  and integrity but also a consummate gentleman; in recognition of
  his exceptional commitment to public service, the Keep Katy
  Beautiful organization planted a tree in his honor on the occasion
  of his retirement; and
         WHEREAS, Mr. Hegar was born and raised in Houston and
  graduated from Southwestern University in 1957; with his sonorous
  voice, he was well suited to a career in radio and television
  broadcasting, but he eventually left that field for the legal
  profession and completed his degree at South Texas College of Law in
  1969; he practiced with several attorneys in downtown Houston
  before moving to Katy in 1971; and
         WHEREAS, In all his endeavors, Mr. Hegar enjoys the support
  and encouragement of his wife, Marilyn, and their children, Joe,
  Lois, and Jana; his fine extended family has grown through the years
  to include four grandchildren as well; his interests include
  working with glass, and he has given generously of his time and
  talents as a reader for Houston Taping for the Blind Radio; and
         WHEREAS, Joe Hegar has made a lasting, positive difference in
  Katy through his outstanding service as city attorney, and he may
  indeed take pride in a career well spent; now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby congratulate Joe Hegar on his retirement as Katy
  city attorney and extend to him sincere best wishes for the future;
  and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Hegar as an expression of high regard by the Texas
  House of Representatives.
