R E S O L U T I O N
|
|
WHEREAS, Dr. Lannette Linthicum, director of Health Services |
|
for the Texas Department of Criminal Justice, has received the 2011 |
|
E. R. Cass Correctional Achievement Award from the American |
|
Correctional Association; and |
|
WHEREAS, Established in 1962, the E. R. Cass Award was named |
|
in tribute to the former general secretary of the ACA, who dedicated |
|
more than a half-century to corrections; the honor recognizes |
|
individuals who have demonstrated the same degree of selfless |
|
dedication to the association, the corrections field, and the |
|
community and whose achievements follow in his tradition of |
|
excellence, integrity, and innovative leadership; and |
|
WHEREAS, Dr. Linthicum supervises the medical care of 155,000 |
|
men and women in 112 facilities and is nationally recognized for |
|
promoting person-centered, compassionate care; during her 13-year |
|
tenure as director of health services, she has enhanced quality and |
|
ethical standards by creating a health care ombudsman's office to |
|
monitor and investigate inmate patient grievances, assist in |
|
communicating with offenders' families and counsel, and track the |
|
overall performance of facilities; and |
|
WHEREAS, Working to advance correctional health care on the |
|
national level, Dr. Linthicum serves as senior editorial board |
|
member for the ACA journal Correctional Health Today; she was a |
|
founding member and charter co-chair of the association's Coalition |
|
for Correctional Health Authorities and she has held leadership |
|
roles in a number of ACA committees, including the Standards and |
|
Health Care Committees; moreover, she serves as chair of the ACA |
|
Commission on Accreditation; and |
|
WHEREAS, This dynamic Texan is developing clinical practice |
|
guidelines and standards for correctional physicians as a member of |
|
the task force for the National Commission on Correctional Health |
|
Care; she has authored several articles and a textbook chapter on |
|
correctional medicine, and she served on the board of the Society of |
|
Correctional Physicians from 2002-2006; she was named one of the |
|
Best in the Business by Corrections Today in 2007, and she is a |
|
fellow of the American College of Physicians and an Advanced |
|
Certified Correctional Health Professional; and |
|
WHEREAS, A graduate of Smith College and the Maryland School |
|
of Medicine, Dr. Linthicum joined the TDCJ as a National Health |
|
Service Corps physician in 1986 and served as the unit health |
|
authority in the Huntsville prison facility; she became Central |
|
Region health authority two years later and subsequently opened the |
|
Estelle Unit Central Region Medical Facility; in 1993, she became |
|
chief of professional services in Health Services Administration, |
|
taking on responsibility for the delivery of clinical health |
|
services statewide, and she was promoted to director of Health |
|
Services in January 1998; and |
|
WHEREAS, Throughout her distinguished career, Dr. Linthicum |
|
has set high standards of innovation and professional |
|
accountability, and she has devoted herself tirelessly to ensuring |
|
that Texas inmates receive competent and caring medical treatment; |
|
now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 82nd Texas |
|
Legislature hereby congratulate Dr. Lannette Linthicum on her |
|
receipt of the 2011 E. R. Cass Correctional Achievement Award and |
|
extend to her sincere best wishes for continued success; and, be it |
|
further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for Dr. Linthicum as an expression of high regard by the |
|
Texas House of Representatives. |
