R E S O L U T I O N
         WHEREAS, Richland College in Dallas has earned distinction
  for its campus-wide recycling and waste management efforts; and
         WHEREAS, A member of the U.S. Environmental Protection
  Agency's voluntary WasteWise program, which encourages
  organizations across the nation to reduce and recycle solid waste
  and select industrial wastes, Richland College was recognized with
  the 2010 WasteWise College/University Partner of the Year Award; in
  addition, the college placed first among Texas schools that
  participated in RecycleMania, a friendly competition between
  college and university recycling programs, and went on to finish
  15th out of 288 institutions nationwide in the Grand Champion
  division; and
         WHEREAS, Richland's efforts to conserve have ranged from
  reusing interoffice envelopes to turning old classroom doors into
  desks; the school has also repurposed old buildings, moving them to
  new locations to serve as workshops; in the course of the
  construction of the school's new LEED Platinum-designed science
  building, more than 87 percent of the construction waste was
  recycled, including 204 tons of concrete, 47 tons of metal, 600 tons
  of demolition debris, and 5,000 tons of sand and dirt; and
         WHEREAS, During Richland's first year of participation in
  RecycleMania in 2009, the school recycled more than 66 tons of
  material and diverted another 65 tons of waste from landfills; that
  year the school also reduced greenhouse gas emissions by nearly
  2,000 metric tons of carbon dioxide, equivalent to the burning of
  220,000 gallons of gasoline; and
         WHEREAS, Richland College was previously honored with the
  2009 Business and Industry Environmental Award from the Richardson
  Chamber of Commerce; and
         WHEREAS, The students, faculty, staff, and administration of
  Richland College have demonstrated outstanding commitment to
  sustainability, making the school a state and national leader in
  recycling and waste reduction, and they may indeed take great pride
  in their exemplary efforts; now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby congratulate Richland College on its receipt of
  the 2010 WasteWise College/University Partner of the Year Award and
  on its first-place statewide finish in the RecycleMania
  competition; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the school as an expression of high regard by the Texas
  House of Representatives.
