R E S O L U T I O N
         WHEREAS, Thomas Cooper has been named the recipient of the
  Silver Beaver Award by the Circle Ten Council of the Boy Scouts of
  America; and
         WHEREAS, This distinguished service commendation pays
  tribute to individuals who have made a positive difference in the
  lives of Texas youth through their dedicated work in behalf of the
  council; and
         WHEREAS, A truly deserving recipient, Mr. Cooper has shared
  his time and talents with the organization through his service as a
  cubmaster, scoutmaster, committee chair, and charter organization
  representative; and
         WHEREAS, Mr. Cooper attained the rank of Eagle Scout in 1973,
  has earned the District Award of Merit, and has completed the Wood
  Badge training course; he is a Vigil Honor Member of the Order of
  the Arrow and has served as the Gray Owl District chair and
  nominating chair; and
         WHEREAS, In addition to his scouting activities, he has been
  the chair of the board of the Baylor Medical Center of Garland and
  president of the board of the Garland Independent School District
  BEST Education Foundation; moreover, he has held the office of
  president of the Noon Exchange Club of Garland, and he has
  volunteered with a number of other community and religious
  organizations; and
         WHEREAS, Many young people have benefited from the
  leadership, commitment, and enthusiasm of Thomas Cooper, and it is
  a pleasure to join in acknowledging his exceptional contributions
  to the Boy Scouts of America; now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby congratulate Thomas Cooper on his receipt of the
  Silver Beaver Award from the Circle Ten Council of the Boy Scouts of
  America and extend to him sincere best wishes for continued
  success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Cooper as an expression of high regard by the Texas
  House of Representatives.
