R E S O L U T I O N
         WHEREAS, In recognition of his outstanding work, Officer
  Scott Kermes was named the 2009 Officer of the Year by the Plano
  Police Department; and
         WHEREAS, Officer Kermes is a 20-year veteran of the
  department and is assigned to first watch C-sector patrol; he is
  highly respected for his knowledge of criminal activity and crime
  trends, and during 2009 he used his expertise to make arrests and
  assist on investigations regarding auto theft, forgery, fraud,
  burglary, and prostitution; and
         WHEREAS, His dedication and thorough work are exemplified by
  a case involving a recovered stolen vehicle; after taking the
  report, he conducted a preliminary investigation during which he
  was able to link an 18-year-old suspect to the vehicle; through
  continued exploration, he found that the suspect's mother and
  another individual were also involved with the theft and that the
  group's activities included forgery and fraud; Officer Kermes
  worked with detectives and U.S. Secret Service agents to apprehend
  two fugitives and to develop leads on a third suspect in the case;
  and
         WHEREAS, In addition to his daily patrol duties, Officer
  Kermes is a field training officer, and he serves as an advisor for
  the Plano Police Department Law Enforcement Explorers Post, which
  introduces young people to police work; the post fielded three
  teams to compete in 12 events in the 2009 State Explorer
  Competition, and the guidance provided by Officer Kermes and his
  colleagues helped the teams to place in the top three in 11 of the 12
  events and to finish in the top five overall for the fourth year in a
  row; and
         WHEREAS, During the course of his exemplary career, Scott
  Kermes has demonstrated an unwavering commitment to his profession
  and his community, and he may take justifiable pride in this
  well-deserved award and his many other notable accomplishments;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby congratulate Officer Scott Kermes on being named
  the 2009 Plano Police Department Officer of the Year and extend to
  him sincere best wishes for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Officer Kermes as an expression of high regard by the
  Texas House of Representatives.
