R E S O L U T I O N
         WHEREAS, Stafford City Council member Felecia Evans-Smith
  has been selected as mayor pro tem for 2011-2012, and she brings to
  her new post a proven record of leadership in the community; and
         WHEREAS, During her tenure in municipal government, Ms.
  Evans-Smith has ably guided the city with an eye to the future, and
  her expertise in a range of civic issues has earned her widespread
  respect; among her present duties are service on the computer and
  audit committees; and
         WHEREAS, Ms. Evans-Smith began her tenure on the city council
  in May 2009; a resident of Stafford since 2001, she also serves on
  the board of the Stafford Youth Basketball Association and is a
  member of the Arcott Homeowners Association and Alpha Kappa Alpha
  Sorority, Incorporated, and she is a former member of the Stafford
  Municipal School District Facility Advisory Committee; a valued
  member of Brentwood Baptist Church, she serves as secretary of its
  children's work ministry and is on the usher board; Ms. Evans-Smith
  holds both a bachelor's degree in political science and a master's
  degree in urban planning from Alabama A&M University, and she is the
  public relations and communications manager for Fort Bend County
  Precinct No. 2; moreover, she is CEO of a local consulting firm; and
         WHEREAS, Each day, public servants improve the quality of
  life for their fellow citizens in innumerable ways, and the efforts
  of Felecia Evans-Smith have helped to make Stafford an even better
  place in which to live and work; now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby congratulate Felecia Evans-Smith on her
  selection as mayor pro tem of the City of Stafford for 2011-2012 and
  commend her for her committed public service; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Evans-Smith as an expression of high regard by the
  Texas House of Representatives.
