R E S O L U T I O N
|
|
WHEREAS, Captain Steven L. Young is retiring as a member of |
|
the United States Navy Civil Engineer Corps on September 10, 2011, |
|
concluding more than a quarter-century of notable service to his |
|
fellow citizens; and |
|
WHEREAS, A graduate of Oklahoma State University, where he |
|
earned a bachelor's degree in civil engineering and a master's |
|
degree in structural engineering, Steven Young was commissioned as |
|
an ensign in the CEC in 1984; his initial assignment was with Naval |
|
Mobile Construction Battalion-22, and over the next two decades he |
|
went on to distinguish himself in duties with the Brigade staff, |
|
NMCB-5, Engineering Field Activity, Pacific, and the 9th Naval |
|
Construction Regiment; and |
|
WHEREAS, In September 2003, he returned to NMCB-22 as its |
|
commander and two years later guided the unit's efforts when it was |
|
deployed to Iraq and other overseas locations to complete vital |
|
construction and repair projects as part of Operation Iraqi |
|
Freedom; after returning to the United States, he served as deputy |
|
chief of staff of the 1st Naval Construction Division from 2006 to |
|
2008; he then took command of the 9th NCR and oversaw its |
|
mobilization as part of Operation Enduring Freedom, beginning in |
|
July 2009; in completing that assignment, Captain Young became the |
|
first Navy Reserve CEC officer to be given authority over the |
|
Pacific Area of Operations, and his selection for that |
|
responsibility reflects the high regard in which he is held by his |
|
superior officers; at the conclusion of his work with the regiment, |
|
he became the deputy chief of staff at the headquarters of the Naval |
|
Facilities Engineering Command in Washington, D.C.; and |
|
WHEREAS, This dedicated military leader has also excelled in |
|
his civilian career, working as the manager of design engineering |
|
for Babcock & Wilcox at the Pantex Plant near Amarillo; in all of |
|
his endeavors, he enjoys the love and support of his wife, Mary |
|
Beth, and their five children; and |
|
WHEREAS, Through his leadership, dedication, and expertise, |
|
Captain Young has contributed to our nation's defense, and he is |
|
indeed deserving of recognition for his admirable achievements |
|
during his years in uniform; now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 82nd Texas |
|
Legislature hereby honor Captain Steven L. Young on the event of his |
|
retirement from the United States Navy Civil Engineer Corps and |
|
extend to him sincere best wishes for the future; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for Captain Young as an expression of high regard by the |
|
Texas House of Representatives. |
