A BILL TO BE ENTITLED
 
AN ACT
  relating to the small-sized district adjustment under the public
  school finance system.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Sections 42.103(b) and (c), Education Code, are
  amended to read as follows:
         (b)  The basic allotment of a school district that contains
  at least 300 square miles and has not more than 1,600 students in
  average daily attendance is adjusted by applying the formula:
  AA = (1 + ((1,600 - ADA) X .00032 [.0004])) X ABA
         (c)  The basic allotment of a school district that contains
  less than 300 square miles and has not more than 1,600 students in
  average daily attendance is adjusted by applying the formula:
  AA = (1 + ((1,600 - ADA) X .0002 [.00025])) X ABA
         SECTION 2.  Subchapter E, Chapter 42, Education Code, is
  amended by adding Section 42.2514 to read as follows:
         Sec. 42.2514.  ADDITIONAL STATE AID FOR CERTAIN SMALL-SIZED
  DISTRICTS. (a)  A school district is entitled to additional state
  aid under this section if:
               (1)  the district's basic allotment is adjusted under
  Section 42.103(b) or (c); and
               (2)  the district participates in a cooperative shared
  services arrangement for administrative services that results in
  reduced administrative costs for the district.
         (b)  Each year, a district described by Subsection (a) is
  entitled to additional state aid in an amount equal to the amount by
  which the district reduces administrative costs through
  participation in a cooperative shared services arrangement for
  administrative services, except the amount of additional state aid
  may not exceed the difference between the total adjustment to which
  the district would have been entitled under Section 42.103(b) or
  (c), as it existed on January 1, 2011, and the total adjustment to
  which the district is entitled under Section 42.103(b) or (c).
         (c)  The amount of state aid to which a district is entitled
  under this section is in addition to the amount of revenue to which
  the district is entitled under Section 42.2516.
         (d)  A decision of the commissioner under this section is
  final and may not be appealed.
         (e)  The commissioner may adopt rules necessary to implement
  this section.
         SECTION 3.  This Act takes effect September 1, 2011.
