A BILL TO BE ENTITLED

|
AN ACT
|
|
|
relating to oversight of emergency services districts. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. OVERSIGHT. (a) The appropriate state agency |
|
|
shall adopt rules regarding the oversight of emergency services |
|
|
districts. The rules must allow the investigation of the |
|
|
district's operations and spending, including spending on outside |
|
|
contracts by the district, and allow for the imposition of |
|
|
penalties for improper operations or spending. |
|
|
(b) The commissioners court of a county shall adopt |
|
|
procedures regarding the oversight of emergency services districts |
|
|
wholly or partly located in the county. The procedures must allow |
|
|
the investigation of the district's operations and spending, |
|
|
including spending on outside contracts by the district, and allow |
|
|
for the imposition of penalties for improper operations or |
|
|
spending. |

|
SECTION 2. EFFECTIVE DATE. This Act takes effect September |
|
|
1, 2011. |
