SENATE RESOLUTION NO. 23
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Erwin J. De Luna, who is retiring from the Texas Health
  and Human Services Commission after 21 years of loyal service; and
         WHEREAS, Erwin De Luna joined the Texas Department of Human
  Resources as a Medicaid Eligibility Specialist in March of 1990;
  rising quickly through the ranks, he also served as a regional
  resource contact for several of the department's other programs;
  and
         WHEREAS, He was promoted to Long Term Care Supervisor I in
  1994 and received several subsequent promotions and additional
  responsibilities; he served as a regional representative for
  several long-term-care projects and also served as a lead local
  system administrator; and
         WHEREAS, The agency's name was changed in 2004 to the
  Health and Human Services Commission, and Mr. De Luna began
  serving in 2005 as a Fair Hearings Officer with the Legal
  Services Division, the position from which he is retiring in
  March of 2011; and
         WHEREAS, Throughout his career, Mr. De Luna has handled his
  wide-ranging responsibilities with exceptional skill and
  dedication, and he is noted for his expertise in a variety of
  fields; in addition, he has contributed greatly to his community,
  where his work has included serving as president of the board of
  directors of the United San Antonio Pow Wow, Incorporated, and
  volunteering with the Boys and Girls Clubs of San Antonio; and
         WHEREAS, A talented gentleman who is beloved and respected
  by his colleagues, Erwin De Luna will be missed by many upon his
  retirement; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 82nd
  Legislature, hereby commend Erwin J. De Luna on his exceptional
  career with the Texas Health and Human Services Commission and
  extend to him best wishes for the retirement years ahead; and, be
  it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
