SENATE RESOLUTION NO. 650
         WHEREAS, The Senate of the State of Texas is pleased to
  join Texans across the state in observing April of 2011 as Foot
  Health Awareness Month; and
         WHEREAS, Certain types of foot ailments can be an indicator
  of diabetes, a condition that has been diagnosed in 1.7 million
  adults in Texas and is believed to affect another 425,000 persons
  who have not yet been diagnosed; and
         WHEREAS, Persons with diabetes are at risk of developing
  nerve damage known as peripheral neuropathy, which can result
  from prolonged exposure to high amounts of glucose in the
  bloodstream and can cause intense pain, a tingling sensation, or
  numbness; and
         WHEREAS, It is estimated that some two-thirds of people
  with diabetes have some degree of nervous system damage, and 20
  percent suffer from painful diabetic peripheral neuropathy; and
         WHEREAS, The pain or numbness of peripheral neuropathy can
  interfere with daily activities and reduce mobility, making it
  difficult to exercise and stay active, a critical component of
  diabetes management; this can lead to further health problems,
  including more nerve damage; it can also allow minor foot
  injuries to go unnoticed and develop into more serious and
  potentially permanent disabilities that can significantly affect
  quality of life; and
         WHEREAS, Early detection of peripheral neuropathy can lead
  to better management of the condition through certain lifestyle
  adjustments which can prevent its progression; it is essential
  for people who have or might have diabetes to be aware of the
  warning signs of diabetic peripheral neuropathy and to regularly
  monitor the condition of their feet; they can also undergo
  periodic screening for this condition through simple clinical
  tests; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 82nd
  Legislature, hereby recognize April of 2011 as Foot Health
  Awareness Month and encourage all persons with diabetes to
  consult their physician about diabetic peripheral neuropathy and
  receive appropriate screening; and, be it further
         RESOLVED, That a copy of this Resolution be prepared in
  honor of Foot Health Awareness Month.
