SENATE RESOLUTION NO. 752

WHEREAS, The Senate of the State of Texas is pleased to recognize Austan Librach, who is retiring from Austin Energy as director of Emerging Transportation Technologies after more than 25 years of outstanding service with the City of Austin; and

WHEREAS, Mr. Librach began his career with the City of Austin in 1986 as director of the Environmental Protection Department; he went on to lead several city departments, including Environmental and Conservation Services and Transportation, Planning, and Sustainability; and

WHEREAS, Throughout his career, he has been noted for his dedication to developing and implementing plans regarding endangered species, air quality, solid waste and hazardous materials, energy, and other areas of environmental concern; and

WHEREAS, Talented and resourceful, he has handled his many responsibilities with exceptional efficiency and commitment; he developed the nation's first performance-based nonpoint pollution protection ordinance and created a multispecies regional habitat plan that resulted in the acquisition of more than 30,000 acres of preserve; and

WHEREAS, An exceptional public servant, Mr. Librach is respected and admired by his colleagues, and his presence at Austin Energy will be greatly missed; now, therefore, be it

RESOLVED, That the Senate of the State of Texas, 82nd Legislature, hereby commend Austan Librach on his outstanding service to the people of Austin as a valued employee of Austin Energy and extend to him best wishes for continued success in all his future endeavors; and, be it further

RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
