SENATE RESOLUTION NO. 839
         WHEREAS, The Senate of the State of Texas is pleased to pay
  tribute to the life and legacy of Richard E. Haynes Sr., who has
  been selected posthumously by Junior Achievement of Laredo for
  induction into the 2011 Laredo Business Hall of Fame; and
         WHEREAS, Richard Haynes was a longtime successful Laredo
  lawyer who demonstrated a strong commitment to his family,
  friends, and community throughout his life; and
         WHEREAS, In addition to maintaining a law practice, he was
  a member of the Laredo-Webb County Bar Association, the Rotary
  Daybreak Club, the Laredo Jaycees, Elk's Lodge, the Knights of
  Columbus, and numerous other civic, religious, and professional
  organizations; and
         WHEREAS, He was active in commercial and residential real
  estate ventures and was one of the first major developers in
  South and East Laredo; he used his professional talent to assist
  those in need through his donations of time and resources; and
         WHEREAS, Mr. Haynes gave generously to many different
  organizations, including Habitat for Humanity, SCAN, and Dr.
  Henry Cuellar's Youth Center; he was noted for his talent for
  coordinating local businesses and public entities in addition to
  his generosity and commitment to the betterment of the community;
  now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 82nd
  Legislature, hereby honor the late Richard E. Haynes Sr., who is
  now an inductee in the 2011 Laredo Business Hall of Fame, and
  express sincere appreciation for his outstanding accomplishments
  and for his exemplary service on behalf of the residents of
  Laredo; and, be it further
         RESOLVED, That a copy of this Resolution be prepared in
  memory of Richard E. Haynes Sr.
