SENATE RESOLUTION NO. 858
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Commander James E. Elliott, who is retiring on
  September 1, 2011, after 26 years of outstanding service with the
  United States Coast Guard; and
         WHEREAS, Commanding officer of Marine Safety Unit, Texas
  City, Commander Elliott is responsible for a wide array of
  activities that play a vital role in our country's security; from
  commercial vessel inspections to maritime law enforcement to
  environmental protection operations surrounding the nation's
  largest petrochemical complex, he oversees a range of programs
  that benefit our state and nation; and
         WHEREAS, Talented and resourceful, Commander Elliott has
  handled his many responsibilities with exceptional efficiency
  and dedication; he is an honors graduate of the University of
  Maryland and earned a master's degree with highest distinction
  from the United States Naval War College in national security and
  strategic studies; and
         WHEREAS, Throughout his career, he has been noted for his
  superior skills and expertise; Commander Elliott is a nationally
  recognized expert in marine salvage and commercial diving
  operations and has received numerous awards and citations for his
  exemplary service, including five Meritorious Service Medals,
  five Coast Guard Commendation Medals, and the National
  Environmental Manager of the Year Award; and
         WHEREAS, A loyal and distinguished officer, he is
  respected and admired by his colleagues, and his presence in the
  United States Coast Guard will be greatly missed; now, therefore,
  be it
         RESOLVED, That the Senate of the State of Texas, 82nd
  Legislature, hereby commend Commander James E. Elliott on his
  exceptional service to the nation as an officer in the United
  States Coast Guard and extend to him best wishes for continued
  success in all his future endeavors; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
