SENATE RESOLUTION NO. 1017
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Captain Enrique Espinoza, Jr., who is retiring after
  more than three decades of exemplary service with the Texas
  Department of Public Safety; and
         WHEREAS, Enrique Espinoza, Jr., was born in Holland,
  Michigan, to Enrique Espinoza, Sr., and Rebecca Espinoza; his
  parents were migrant workers, and they instilled in Enrique and
  his four sisters the value of hard work and strong moral
  principles; Enrique married Norma Lee Delgado in 1980, and they
  have raised four sons, who are now all well on their way to
  advanced degrees and professional careers; and
         WHEREAS, Following his 1977 graduation from the Texas
  Department of Public Safety Training Academy, Captain Espinoza
  began his career as a trooper in the driver license service in San
  Antonio; in 1982, he was assigned to the narcotics service in
  McAllen and began a long and productive period in which he played
  a vital role in working to eliminate numerous drug trafficking
  organizations; and
         WHEREAS, Throughout his career, he has been noted for his
  superior skills and expertise; as part of the United States Drug
  Enforcement Administration's Task Force Vaquero, he helped
  dismantle several drug trafficking organizations in Starr County
  and in Hidalgo County; and
         WHEREAS, Talented and resourceful, he has handled his many
  responsibilities with exceptional efficiency and dedication; he
  has for nearly 15 years served as a field district captain in
  McAllen; and
         WHEREAS, An exemplary peace officer, Captain Espinoza is
  respected and admired by his colleagues, and his presence at the
  Texas Department of Public Safety will be greatly missed; now,
  therefore, be it
         RESOLVED, That the Senate of the State of Texas, 82nd
  Legislature, hereby commend Captain Enrique Espinoza, Jr., for
  his outstanding service to the people of Texas with the Texas
  Department of Public Safety and extend to him best wishes for
  continued success in all his future endeavors; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of high regard from the Texas Senate.
