HB49 by Pena (Relating to the addition of certain synthetic derivatives of marihuana to Penalty Group 2 of the Texas Controlled Substances Act.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code by adding the synthetic cannabinoids that are structurally and clinically similar to marihuana and their analogues and homologues in any quantity, its salts, isomers, and salts of isomers to Penalty Group 2 of the Texas Controlled Substances Act. The bill would take effect on September 1, 2011.

This analysis assumes the Department of Public Safety could implement the provisions of the bill within existing appropriations. The Department of State Health Services anticipates no fiscal impact from the bill.
