HB97 by Paxton (Relating to creation of the Health Freedom Act.), As Introduced

No significant fiscal implication to the State is anticipated.

The  bill would amend the Insurance Code and prohibit a state or local entity, or employee, from imposing, collecting, enforcing, or effectuating a penalty or sanction against an individual for declining health insurance. In addition, the bill would require the OAG to take all necessary action to preserve the right of an individual to choose or decline health insurance; including seeking injunctive relief against legislation infringing on that right and defending the state and its employees from suit. It is anticipated that any additional costs associated with implementation of the legislation could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
