LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

March 25, 2011

TO:
Honorable Wayne Smith, Chair, House Committee on Environmental Regulation

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB125 by Legler (Relating to the regulatory analysis of rules proposed by the Texas Commission on Environmental Quality.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Environmental Quality (TCEQ) to perform a “regulatory analysis” for all environmental rules, as that term is defined in the bill.

The TCEQ reports that it already completes work to satisfy most of the bill's requirements. Any additional workload required by the bill is not expected to be significant and could be absorbed using existing agency resoures.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
