No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Environmental Quality (TCEQ) to perform a “regulatory analysis” for all environmental rules, as that term is defined in the bill. The requirements of the bill could not be construed as to cause a delay or to prevent the timely implementation of any federal requirements. 

The TCEQ reports that it already completes work to satisfy most of the bill's requirements. Any additional workload required by the bill is not expected to be significant and could be absorbed using existing agency resources.

No significant fiscal implication to units of local government is anticipated.
