February 27, 2011

TO:
Honorable Rob Eissler, Chair, House Committee on Public Education

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB135 by Villarreal (Relating to field experience requirements for educator certification.), As Introduced

No fiscal implication to the State is anticipated.

The bill amends Section 21.051, Education Code, to require a candidate for certification as a teacher to complete at least 15 hours of field experience before being employed by a school district as a teacher of record. The bill would require the State Board for Educator Certification to propose rules and the Texas Education Agency to adopt rules relating to educator certification on or before January 1, 2012.

Local Government Impact

School districts could not hire candidates for certification as teachers of record unless they meet the requirements for field experience as provided for by the amended section and by adopted rules.
