LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 9, 2011

TO:
Honorable Jim Keffer, Chair, House Committee on Energy Resources

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB173 by Veasey (Relating to changing the name of the Railroad Commission of Texas to the Texas Oil and Gas Commission.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would change the name of the Railroad Commission of Texas to the Texas Oil and Gas Commission. Any reference in law to the Railroad Commission of Texas would be a reference to the Texas Oil and Gas Commission. The bill would provide for a transition period from the effective date of the act, September 1, 2011, to January 1, 2012, and it would require the Commission to adopt a timetable for phasing in the change of the agency's name so as to minimize the fiscal impact of the name change.

The Railroad Commission reports that costs related to the name changed could be absorbed using existing resources, as printed materials would be replaced on a regular replacement schedule, or as needed.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
