The total fiscal impact to the state from this bill is indeterminate due to varying state requirements for licensure.
The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
The bill would add a chapter to the Occupations Code to only authorize a person to work under a license issued by a department, commission, board, office, or other agency of the state that issues a license after the person has provided documentation that they are a United States citizen or lawfully present and authorized to engage in work under the license.
The bill would require a license holder to submit the documentation at the time of a renewal application and, if the license is issued for the first time on or after January 1, 2012, not later than 30 days after the date of issuance. The bill would require each licensing authority, by rule, to prescribe forms and procedures for a license holder to submit the required documentation.
This analysis assumes that a state agency that issues licenses will incur costs to implement the licensing requirements that would be created by adding Section 60.003 to the Occupations Code as a result of increased administrative functions, programming costs, or the need for additional full-time equivalents. Some licensing agencies noted a revenue loss may be incurred as a result of fewer international applicants for State of
