No fiscal implication to the State is anticipated.
The bill would amend the Chapter 13 of the Water Code to require a retail public utility that intends to increase its rates to provide a notice to each ratepayer stating the reasons for the rate increase and bill payment assistance programs available to low-income ratepayers. A retail public utility that is not required to provide a statement of intent under Section 13.187 must provide a notice in the first billing statement.
