No significant fiscal implication to the State is anticipated.

The bill would establish a committee to study the Interstate Health Care Compact and to examine the state's capability to assume regulatory authority over health care. The bill would require the Governor, the Lieutenant Governor and the Speaker of the House of Representatives to appoint five members each to the committee. For purposes of this analysis, it is assumed that appointments by the Lieutenant Governor and the Speaker of the House of Representatives will be members of the Legislature.

The bill would take effect September 1, 2011, but only if Senate Bill 25 or another bill of the 82nd Legislature, Regular Session, 2011, enacting the Interstate Health Care Compact becomes law. If that bill does not become law, this Act has no effect.

While the bill is not specific with regard to which state entity would provide support, this analysis assumes that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
