No significant fiscal implication to the State is anticipated.

The bill would establish a committee to study the Interstate Health Care Compact and to examine the state's capability to assume regulatory authority over health care. The bill would require the Governor, the Lieutenant Governor and the Speaker of the House of Representatives to appoint members to the committee. The bill would require that the members be individuals who reflect the geographic diversity of this state. The bill would authorize each state agency involved in the delivery or regulation of health care in this state to appoint one individual to serve on the committee in a nonvoting capacity.

The bill would take effect September 1, 2011, but only if Senate Bill 25 or another bill of the 82nd Legislature, Regular Session, 2011, enacting the Interstate Health Care Compact becomes law. If that bill does not become law, this Act has no effect.

This analysis assumes that duties and responsibilities associated with a state agency providing support to the committee or appointing an individual to serve in a nonvoting capacity on the committee could be accomplished by utilizing existing resources.
