Fiscal Analysis

The bill would appropriate $4,273,557,000 from the Economic Stabilization Fund for the purpose of eliminating the negative 2012-13 beginning balance of the General Revenue Fund forecast in the Comptroller of Public Account's Biennial Revenue Estimate.  Subject to Section 49-g(k), Article III of the Texas Constitution, the bill would take effect only if it receives a vote of three fifths of the members present in each house of the legislature.

Methodology

The bill would appropriate $4,273,557,000 from the Economic Stabilization Fund to the General Revenue Fund.

Local Government Impact

No fiscal implication to units of local government is anticipated.
