Fiscal Analysis

The bill relates to making appropriations from the Economic Stabilization Fund - 0599 in fiscal year 2011.

The appropriation would take effect only if the bill receives a vote of three-fifths of the members in each house of the Legislature, as provided by Article III, Section 49-g(k) of the Texas Constitution.


Methodology

The bill appropriates $3,973,557,000 from the economic stabilization fund for the purpose of making expenditures previously authorized by appropriations from the General Revenue Fund for the 2010-11 biennium.  The appropriation is equal to the 2012-13 GR beginning balance from the January 2011 Biennial Revenue Estimate minus the additional $300 million in sales tax receipts the Comptroller added to the revenue estimate on March 11, 2011.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
