No significant fiscal implication to the State is anticipated.

The bill would amend statute and exempt the intrastate manufacture of a firearm, a firearm accessory, or ammunition from federal regulation. In particular, a firearm, firearm accessory or ammunition manufactured in Texas that remains within the borders of Texas and has not traveled in interstate commerce would not be subject to federal law or federal regulation, including registration. The bill also provides that the Office of the Attorney General (OAG) shall defend a Texas citizen whom the federal government attempts to prosecute for violation of federal law. It is anticipated that any additional costs associated with implementation of the legislation could be absorbed within existing resources.
