No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code relating to the administration of the homeless housing and services program by the Texas Department of Housing and Community Affairs (TDHCA).

The bill would direct TDHCA to administer the homeless housing and services program through available funds.  Under the provisions of the bill the agency would be required to identify funds that could be applied to one or more of  the purposes of the program and apply funds for use in the program before applying them to any discretionary purpose.

In the 2010-11 biennium, the agency was appropriated $20 million in General Revenue funds for the purpose of providing homeless housing and services.  No significant impact is anticipated since provisions of this bill would codify initiatives funded for this purpose through TDHCA's budget in the current bienium.  However, this level of funding is not continued in House Bill 1, 82nd Legislature, Regular Session.

Based on the analysis of the Texas Department of Housing and Community Affairs, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
