No significant fiscal implication to the State is anticipated.

The bill would require the Secretary of State (SOS) to adopt rules establishing standards for verifying an applicant’s driver’s license or personal identification card number if a minor correction in the applicant’s last name or date of birth would lead a reasonable person to conclude that the number submitted is the correct number for that applicant.  If SOS cannot verify the accuracy of an applicant’s number or it is not a perfect match, SOS would be required to provide the registrar with the name and date of birth that corresponds to the number provided.  The registrar would be required to review this information, and if the registrar determined that a clerical error was made, the registrar would be required to correct the registration record and submit a corrected record to SOS.  If the application is rejected, the notice would be required to indicate the reason.  SOS would be required to adopt rules by January 1, 2012.  It is anticipated that any costs associated with implementation of the legislation could be absorbed within existing resources.  This bill would take effect if it receives a vote of two-thirds or on September 1, 2011.
