The bill would amend the Family Code to reduce the amount of time a foster parent must have a child in their home (from 12 months to 6 months) before having standing to file a suit affecting the parent child relationship (SAPCR). To the extent the bill would result in increased filings of SAPCRs, the amount of new filings is not anticipated to be significant and would not affect the workloads of the court system. The bill would take effect September 1, 2011.
