HB495 by Dutton (Relating to competitive bids for water utilities contracts.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would add Subchapter O to Chapter 13 of the Water Code to authorize a utility to adopt minimum criteria for qualifications of contract bidders and specifications for sureties issuing payment and performance bonds.
 
The Texas Commission on Environmental Quality (TCEQ) reported the provisions of the bill would require the agency to adopt rules, but does not anticipate a significant fiscal implication.

Local Government Impact

No fiscal implication to units of local government is anticipated.
