FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 19, 2011

TO:
Honorable Lois W. Kolkhorst, Chair, House Committee on Public Health

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB556 by Howard, Donna (Relating to the applicability of massage therapy licensing requirements to a person employing certain muscle activation techniques.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 455, Occupations Code, relating to massage therapy, by providing an exemption to licensing requirements for persons who, for compensation, employ muscle activation techniques. The bill would be effective immediately with a two-thirds vote of all members of each house, or on September 1, 2011. The Department of State Health Services indicates that promulgation of rules could be accomplished with existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
