LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 8, 2011

TO:
Honorable Byron Cook, Chair, House Committee on State Affairs

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB582 by Button (Relating to eligibility requirements for businesses for the receipt of certain public subsidies.), As Introduced

No significant fiscal implication to the State is anticipated.

This bill would require any business with at least one employee to register with and participate in the E-verify program operated by the United States Department of Homeland Security or a successor program to verify the work authorization status of newly hired employees to be eligible to receive a public subsidy.  The bill would require a public agency, state or local taxing jurisdiction, or economic development corporation to require proof of the business's registration and participation in the E-verify program in an application to receive a public subsidy and prohibit a public subsidy form being awarded to a business that does not participate.

The Office of the Governor and Texas Workforce Commission report that any costs incurred as a result of this bill are not significant and could be absorbed.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
