No significant fiscal implication to the State is anticipated.

The bill would prohibit the Department of Agriculture from considering whether a county has adopted model political subdivision rules as established under Section 16.343 of the Water Code when distributing funding to encourage private economic development.

The Department of Agriculture indicates that any costs associated with the bill could be absorbed within the agency's existing resources.

The bill would take effect immediately if it receives a vote of two-thirds of all members elected to each house; otherwise it would take effect September 1, 2011.

No fiscal implication to units of local government is anticipated.
