Local Government Impact

Data on how many school districts are using football helmets 16 years or older are not available.  According to the Texas Education Agency, school districts that are using helmets 16 years or older could experience significant costs to comply with the bill's requirements. Estimated costs range from $150 to $300 for each new helmet purchased and $25 to $50 for each reconditioned helmet.

The bill also would require school districts to maintain records on the age and reconditioning history of football helmets, but the additional cost to each district is not expected to be significant.
