LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

March 14, 2011

TO:
Honorable Dan Branch, Chair, House Committee on Higher Education

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB706 by Davis, John (Relating to the course levels offered by the University of Houston--Clear Lake.), As Introduced

No significant fiscal implication to the State is anticipated.

Under current law, the University of Houston - Clear Lake is an upper level insitution that can offer courses only at the junior, senior, and graduate level.  Provisions of the bill wuold allow the University of Houston - Clear Lake to operate as a full undergraduate and graduate institution.

It is assumed that when the institution begins offering courses at the freshman and sophomore level it will collect tuition and fees to cover expenses for the programs, and it is assumed that a portion of the costs will eventually be financed through formula funding.

Local Government Impact

No fiscal implication to units of local government is anticipated.
