No significant fiscal implication to the State is anticipated.

The bill relates to the adoption of energy efficiency, conservation, and indoor air quality standards for school district instructional facilities.
 
The bill would require the State Energy Conservation Office to adopt energy efficiency and conservation standards for the design, construction, and major renovation of school district instructional facilities aimed at achieving long-term savings in energy and water costs.   The bill would require initial standards to be adopted by July 1, 2012 with updates of the standards as often as once every three years.  Adopted standards would become effective on the first anniversary of the date of adoption.

Local Government Impact

The bill would require a school district constructing a new instructional facility or conducting a major renovation of an existing instructional facility to ensure that the facility meets the standards adopted by the State Energy Conservation Office.  The Texas Education Agency estimates that school districts could experience 5 to 10 percent increases in initial building costs to comply with adopted standards.  The Agency further assumes that the increased costs would be recovered over time due to reduced energy costs associated with affected instructional facilities.
