LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

March 12, 2011

TO:
Honorable Larry Taylor, Chair, House Committee on Elections

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB806 by Howard, Donna (Relating to the appointment of a campaign treasurer and filing of reports of political contributions and expenditures by certain candidates.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Election Code to exempt candidates from the requirement to appoint a campaign treasurer, if they file a written declaration of intent not to exceed $500 in political contributions or political expenditures in the election.  In addition, the bill would exempt candidates from reporting requirements if they do not intend to accept political contributions that in the aggregate exceed $500, or to make political expenditures that in the aggregate exceed $500 in connection with the election.  It is anticipated that the legislation could result in some savings due to decreased staff workload resulting from fewer reports being filed with the Texas Ethics Commission.

The bill would take effect September 1, 2011.

Local Government Impact

No fiscal implication to units of local government is anticipated.
