LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 28, 2011

TO:
Honorable Tommy Williams, Chair, Senate Committee on Transportation & Homeland Security

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB890 by Howard, Charlie (Relating to certain custom vehicles and street rods.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 501 of the Transportation Code to prescribe the type of information to be listed on the certificate of title issued by the Department of Motor Vehicles (DMV) for a "custom vehicle" or "street rod" as defined by the bill. The bill would amend Section 504.501 of the Transportation Code to require DMV to issue "custom vehicle" or "street rod" specialty license plates in the same manner as "Classic" motor vehicle plates under that Section. The bill would require DMV to create a safety inspection process for inspecting certain custom vehicles and street rods. The bill would amend Section 548.052 of the Transportation Code to the list of vehicles not subject to inspection certain vehicles moving under or bearing a "custom vehicle" or "street rod" license.

Based on the analysis of DMV and the Department of Public Safety, it is assumed the provisions of the bill would not result in a significant fiscal impact to the state and any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
