No fiscal implication to the State is anticipated.
The bill would amend the Local Government Code to not require a county or a municipality to give notice to a property owner for graffiti removal unless the county or municipality has offered to remove the graffiti from the owner’s property free of charge, and the property owner has refused the offer. Under the current statute, if a property owner fails to remove the graffiti on or before 15 days after receiving a notice for removal, a county or a municipality may charge the property owner for graffiti removal expenses.
