LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

March 13, 2011

TO:
Honorable Garnet Coleman, Chair, House Committee on County Affairs

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB1091 by Davis, John (Relating to the authority of certain hospital districts to contract for the performance of administrative functions and services.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to allow a board of a hospital district located in a county with a population of at least 190,000 to contract with a federally qualified health center or a federally qualified health center look-alike for administrative services.

Local Government Impact

Based on the analysis of Harris County Hospital District and Parkland Health and Hospital System, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. It is assumed that an authority or organization would establish a program only if sufficient resources existed within the authority's or organization's budget.
