No significant fiscal implication to the State is anticipated.

The bill directs the Department of State Health Services (DSHS) to create, support and participate in a Maternal Mortality and Morbidity Review Board (Board). The purpose of the 15 member Board is to study, review and make recommendations for the prevention of pregnancy related deaths and severe maternal morbidity. The bill would allow for reimbursement for travel of the Board.
 
The bill would give DSHS responsibility for identifying, linking various sources of data, de-identifying, and providing a representative sample of cases to the Board for review.  This includes the possible establishment of an online database of de-identified data to assist DSHS in meeting the requirements of the legislation.
 
The bill directs DSHS to apply for and use federal funds to fund agency duties pursuant to the bill and any costs associated with the Board.  It is assumed that any costs associated with implementing the provisions in the bill could be absorbed within existing agency resources.

Local Government Impact

Coordination with local entities (e.g. medical examiners/justices of the peace, hospitals, EMS) may be required to obtain necessary documents such as autopsy reports, hospital records, certain EMS reports etc. There may also be a cost to obtain this data.
