Honorable Harold V. Dutton Jr., Chair, House Committee on Urban Affairs
FROM:
John S O'Brien, Director, Legislative Budget Board
IN RE:
HB1175 by Workman (Relating to the election of the governing body of certain municipalities.), As Introduced
No fiscal implication to the State is anticipated.
The bill would require a municipality with a population of 500,000 or more to modify its governing body to consist of a mayor elected at large and at least six members elected from single-member districts that meet certain requirements.
Local Government Impact
Municipalities that do not yet meet the requirements of the bill could incur significant costs related to creating the single-member districts, allowing for public hearings and comment, responding to legal challenges to the districts, and submitting the plan to the Voting Rights Division of the United States Office of the Attorney General.
There would be no fiscal impact to municipalities that already meet the requirements.
