LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 29, 2011

TO:
Honorable Tommy Williams, Chair, Senate Committee on Transportation & Homeland Security

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB1201 by Kolkhorst (Relating to repeal of authority for the establishment and operation of the Trans-Texas Corridor.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Tax Code and the Transportation Code to repeal provisions pertaining to the establishment, development, operation, financing, and aquisition of right-of-way for the Trans-Texas Corridor. The bill would allow the Texas Transportation Commission (TTC) to authorize the operation of certain oversized or overweight vehicles on a designated exclusive lane if it is supported by an engineering and traffic study. The bill would authorize TTC to establish a speed limit not to exceed 85 miles per hour on a part of the state highway system that is designed to accommodate travel at that speed or a higher speed and for which construction is completed on or after June 1, 2011.

Based on the analysis of the Texas Department of Transportation, it is assumed any costs or duties associated with the enactment of the bill could be absorbed within the agency's existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
