No significant fiscal implication to the State is anticipated.

The bill would amend the Utilities Code to require a transmission and distribution utility, on the request of a retail electric provider, to remove a hold or other restriction that is based on an amount due to another retail electric provider by the customer and that is preventing the customer from receiving electric service.

Based on the analysis of the Public Utility Commission, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

No significant fiscal implication to units of local government is anticipated.
