No fiscal implication to the State is anticipated.

The bill would implement a recommendation in the report, "Strengthen Financial Oversight of Community Colleges" in the Legislative Budget Board's Government Effectiveness and Efficiency Report submitted to the Eighty-second Texas Legislature, 2011.

The bill would require all new members of governing boards of public junior college districts to attend training within their first two years of service instead of allowing training to be optional. The Higher Education Coordinating Board (THECB) would be required to include information about best practices in campus financial management, financial analysis, and case studies using financial indicators to the content of instruction for the training program currently required by this Act. The THECB would also be required to provide an equivalent training program by electronic means in the event a governing board member is unable to attend the required training program.

The bill would also require a governing board of a public junior college district to include whether each board member has completed any required training under this section, as of the meeting date, in the minutes of the last regular governing board meeting held during a calendar year.
