LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION

April 5, 2011

TO:
Honorable Lois W. Kolkhorst, Chair, House Committee on Public Health

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
HB1248 by Villarreal (Relating to the provision of certain dental services to children at certain schools under the medical assistance program.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Human Resources Code, Chapter 32, relating to the Medical Assistance (Medicaid) Program. The bill would add language permitting a local or state governmental entity operating a mobile dental facility or portable dental unit to provide permanent molar sealants outside of a child's dental home in certain specified circumstances. The Health and Human Services Commission assumes policy and contract amendments would occur during fiscal year 2012 with implementation of services beginning in fiscal year 2013. It is assumed that the increased cost of providing additional permanent molar sealants would be small and could be absorbed within existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
