No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission (HHSC) to establish a separate provider type for prosthetic and orthotic providers under the Medicaid program; HHSC would be prohibited from classifying these providers under the durable medical equipment provider type. According to HHSC, separate provider types would need to be added to the Medicaid claims processing system for prosthetic and orthotic providers (providers are currently enrolled under the durable medical equipment provider type); existing prosthetic and orthotic providers may be required to re-enroll under a different provider type. It is assumed that any cost to modify the claims processing system or to re-enroll providers would be minimal and could be absorbed within existing resources.
